Warren started his year by proposing that the district have a permanent secretary and a central depository for district records. He appointed a committee to implement this plan but, unfortunately, the plan was never activated. The District Conference was well attended with all clubs represented with the exception of one club. At the end of his term, Warren proposed that the District Assembly be extended to two days to provide more training for incoming officers. Warren called attention to the large geographic size of the district and the number of clubs to be served by the District Governor. (This problem was addressed in 1981-82), South DeKalb Club was chartered on May 16, 1971, sponsored by Decatur.
